Suspended FIFA president Sepp Blatter's written to every country's football association to protest his innocence.
It comes ahead of his appearance in front of the governing body's ethics committee on Thursday.
He is being investigated over a payment to UEFA president Michel Platini, who is also facing a final verdict this week.
Blatter, who could be given a long ban, says the case against him has been "like an inquisition".
FIFA's ethics committee says it has no comment to make about the letter.
